Lockyer was born and raised in Cardiff, Wales. He began his football journey at Radyr Rangers and later joined Cardiff City’s youth setup at the age of 11. However, he was released at 16 due to his perceived lack of height for his preferred position of centre-back.

Undeterred by the setback, Tom Lockyer signed a scholarship with Bristol Rovers in 2011. He made his debut for the club on 12 January 2013, coming on as a substitute in a 3-0 victory over Fleetwood Town.
