Zhao Lijian born November 10, 1972, is a Chinese politician and deputy director of the Border and Maritime Administration of the Ministry of Foreign Affairs of China. He joined the Ministry of Foreign Affairs in 1996 and worked mainly in Asia. Zhao became famous for his outspoken use of Twitter, his social networking website blocked in China, during his tenure in Pakistan.

He is known as the prominent leader of a new generation of “Chinese ‘Wolf Warrior’ diplomats”. In 2023, he was transferred from the Intelligence Service to the Border and Maritime Administration. Zhao Lijian was born in Badangzhuang Township, Lannan County, Tangshan City, Hebei Province.

He graduated from Lannan County No. 1. and from one junior high school Changsha Railway Academy (merged with Central South University), majoring in foreign languages. From February 2005 to December he received a master’s degree in public policy from the Korea Development Institute.

Zhao Lijian joined the Asia Division as an attaché in 1996. In 2003, he was transferred to the Chinese Embassy in Pakistan as a third secretary’s attendant. From 2009 to 2013, he served at the Chinese Embassy in the United States. In 2013, he was recalled to the Asia Division.

From 2015 until August 2019, he served as Advisor and Minister of the Chinese Embassy in Islamabad. During his tenure, he used the name “Muhammad Lijian Zhao” on his official Twitter account, but changed the name to “Muhammad” in 2017 following reports that China had banned several Islamic names in Xinjiang.

Zhao Lijian has become known for frequently using Twitter to criticize the United States, including on issues such as race relations and US foreign policy in the Middle East. With his press conference remarks, he established a “long history of provocative claims”.

Mr. Zhao Lijian served as Deputy Director General of the Information Bureau of the Ministry of Foreign Affairs of the People’s Republic of China from August 2019 to January 2023. He has been deputy director general of the Border and Maritime Administration since January 2023 and was transferred from the Intelligence Agency. This is said to be part of China’s rethinking of wolf-warrior diplomacy.
