Payne returned to the NBA and signed with the Phoenix Suns in 2020, where he revitalized his career by becoming a key player off the bench, helping the team reach the NBA Finals in 2021.
On March 4, 2022, Payne recorded a career-high 16 assists with 17 points in a 115–114 win over the New York Knicks. On November 16, 2022, he matched his career-high of 29 points in a 130–119 win over the defending champion Golden State Warriors.
